New ordinance prohibiting alcohol consumption, including the area of ​​the “Agorà” complex

A new contingent and urgent ordinance has been in force since Monday 19 August 2024, which bans the consumption of alcoholic and spirits beverages in some public areas, or areas subject to public use. The new ordinance, which will remain in force until 19 August 2025, is in continuity with the restrictions imposed previously (the most recent, no. 1072/2023), but extends the territory of the ban: the area of ​​the so-called “Agorà” complex has been included in the provision (including the porticoes open to public passage between via S. Giovanni Bosco and via L. Einaudi), via San Giovanni Bosco, piazza Costituzione, via Giovanni Battista Bongioanni (with particular attention to the area where the Cri. reception center is located).This is a decision born following the comparison between the Police Forces and discussed in the Prefecture at the Public Order and Security Committee.

Therefore, the ban on the consumption of alcoholic beverages, of any strength and in any container, is in force 24 hours a day, in public spaces (excluding outdoor areas and spaces released under concession to those carrying out the food and beverage service) located within the area of ​​the “Movicentro”/c.so Giolitti, the so-called “quadrilatero”, in the area of ​​Piazza Boves, and the Parco della Resistenza. To these areas is added the area of ​​the Agorà and Piazza della Costituzione (for a detailed description of the perimeter, please refer to the text of the provision). The ordinance also prohibits all commercial and catering establishments from selling alcoholic beverages for takeaway from 9:00 p.m. to 7:00 a.m. (while consumption in outdoor areas or inside catering premises remains possible).

The reasons for the ordinance

The reasons for the ordinance are to be found in the series of episodes that have undermined the balance of civil coexistence, between traders, residents and customers, unpleasant phenomena that negatively impact urban quality in terms of public peace and decorum.

The objective, therefore, is – together with a series of other measures implemented in the areas concerned – to restore the balance between the people who are holders of opposing rights (traders, residents and customers), prioritizing the right to health of residents, with the hope that the dynamics will be reversed and we can return to a situation of urban decorum and peaceful coexistence between the subjects involved in the ordinance.

Mayor Patrizia Manassero, Deputy Mayor with responsibility for commerce Luca Serale, and Local Police Councilor Cristina Clerico, who regularly sit at the Prefecture table, explain: “A contingent and urgent ordinance of this type is the result of a process supported by the activities of the Local Police on the territory, in synergy with the territorial police forces, and in concert with the actors of the Public Order and Security Committee who are regularly summoned by the Prefect. The issue of safety and decorum in the city are a priority. We work consistently and on different fronts to stem phenomena and demonstrations that worry and frighten. Repression is certainly a key element, but it is not the only solution. For this I certainly thank the Prefect Mariano Savastano, the Police Commissioner Carmine Grasso, the commander of the local police Davide Bernardi, the police forces, but also all the other actors who work diligently every day to deal with extremely complex problems of marginalization and hardship”.’
